Where can I get Togepi, I need it for a breeding chain with Psych Up...
Is there any Egg Giver in tis game too?

Yes you are given a Togepi egg on one of the islands. (Sorry I forget which one.)

on 5 isle go north, then youll see two paths, go left not north, then try to continue going left and youll see a isle with a archeologist, you need 5 or less pokemon to obtain the egg duh

You also need to lead your party with a Pokemon that likes you.

Yeah water Labarynth and this old guy will ask to see your pokemon and if your pokemon likes you he will give you the egg containing Togepi
