Oh my goodness it's not a warrior/zombie/phoenix/chaos deck!! IMPOSSIBLE!

    Monster choices:
-toons are there because it's a toon deck
-cyber jar increases the much needed speed in this deck easily
-sangan and magician of faith are just every deck's staples

    Trap choices:
-magic drain protects the deck from facing heavy storm and lightning vortex, etc
-toon defense can protect the toons, obviously. It's much better to take the damage than to let the Toon Gemini Elf fall.

    Magic choices:
-there is NO nobleman of crossout, simply because if it's a flip monster, i'll never attack it. If it's a facedown monster, that still doesn't matter much because again, I'll never attack it.
-wave motion cannon fits in the entire theme with heavy direct damage, also as something for the opponent to worry regarding rather to destroy toon world or wave motion cannon with the one-time-only breaker.
-many stall cards are there, such as messenger of peace and swords of revealing light. Messenger of Peace is just brutal because it allows me to attack with 4 of my toons, but none for the opponent at all (on top of drawing power too). Scapegoat is just classic cannon soldier 2000 burn damage with stall.
-snatch steal against Phoenix... one Phoenix is all that needs for this entire deck to fall (it will just suicide into Toon Summoned Skull to carry out Heavy Storm effect, and Toon Summoned Skull is the only card with high enough attack power to withstand Phoenix.) Snatch Steal just have to take Phoenix and delay Phoenix as long as possible. No way to destroy Phoenix is the major weakness of this deck, but that can't be helped.
-magic reflector protects magic cards, basically toon world.

-Giant Trunade is the key player of the deck besides Toon World. It's mass magic removal for one turn, and one turn is all toon deck needs for the win. It doesn't destroy premature burial and toon world either, so those creatures are perfectly fine. When enough swarming is there with toons, immediately call back the Messenger of Peace, and re-summon Toon World again. Attack for immediate win.

It's also possible to make a deck purely with low attack Toon Monsters as well with 3 messenger of peace and mass searchers. Let the cannon soldier fire absolutely everything in the deck, and clean up with mass toon swarm attack.

I have one question. Is this your main deck. I love it.
The deck looks impressive. Like a Tournament Deck.
I would just think a Dust Torando put in instead of Magic Drain.

If you're going to use Toon Defense, then go ahead and use Spirit Barrier so that all that damage doesn't hurt you...Actually, Astral Barrier would be a better choice since it doesn't need the monster to be a low-level Toon (Toon Summoned Skull, Sangan, etc).

Messengers of Peace will also keep you from striking with your main Toon attackers, so there's no point for them in here.

Sangan isn't necessary in here with Toon Table of Contents already here for support.

    Oh, yeah, and 18+16+4=38!!!!!!!!!!!!!

    -1 Sangan
    -1 Toon Defense
    -2 Messenger of Peace
    +2 Spirit Barrier
    +1 Astral Barrier
+3 Blue-Eyes Toon Dragon (how could you forget HIM?)

Oops! There's actually 20 magic cards ^_^; *edit*

Actually, I skipped out on playing the game half way through and only picked YGO again last April. So I don't know Spirit and Astral Barrier, so pardon me on some secret tech cards. Personally, the high level Toon Summoned Skull who can't be protected by Toon Defense should be well on their own in terms of defense. The only way to kill it is Newdoria, DD Warrior Lady and DD Assailant out of the common monsters. 2500 is above the usual 2400s, including Phoenix. So I think toon defense is overall a better choice than astral barrier. Spirit barrier is nice, but keep in mind that there's already Toon Defense and Toon World taking up 2 magic slots. Premature Burial, Wave Motion Cannon and Call of the Haunted take up another, and I'm not honestly thrilled to add in another continous magic/trap card(s). Worst of all, Spirit Barrier becomes a dead card if they removed Toon Defense, so it's just there without that many ways to help out the deck.

Toon Defense is also part of Toon Table of Content, so that's why it's a plus. You can draw it out anytime and there's no other trap cards that can actually be searched out in the game this easily too.

I considered a setup of Blue Eyes Toon Dragon on top of Toon Summoned Skull, but I decided to take only Toon Summoned Skull in the end. The extra tribute necessary for only 500 more damage isn't worth it in my opinion. The faster the toon deck readies itself the better, and requiring extra tribute is a pain, especially with Graceful Charity gone so there's no easy dump-and-revive anymore.

Sangan search summons from the deck directly on to the field unlike Toon Index which adds cards to the hand. And if things aren't going well, Sangan can also take cyber jar. Direct summon saves time and adds tribute power for the Toon Summoned Skull.
EDIT: Wait a sec what the heck am I talking about... ignore that about direct summoning thing >>; Nevertheless, it makes life easier for Toon Table of Content so it can draw Toon World and not waste it on Toon Cannon Soldier and Toon Masked Sorceror. Toon Table of Content can almost draw a good 1/3 of the deck, and having an assistant to ease the load is never too bad.

Like I said before, messenger of peace works very well with giant trunade (seriously, giant trunade is very underrated.) I think I typed that part of the combo already. Stall with messenger of peace (or use it as a shield for tooon world, forcing the opponent to make difficult choices regarding which magic card to destroy) and Giant Trunade to clear the field, including Messenger of Peace, in order to go for the final hit. Before I made the deck, I checked many other Toon deck articles and they also suggest messenger of peace with toon masked sorceror to help with draw power during the stall period to get out the multiple toons quickly.

Thanks for the advice though. I'll reconsider the Blue Eyes Toon Dragon more and see if it's a good replacement for 1 or 2 of the Toon Summoned Skull (Very sure I'll only keep a total of 3 tribute monsters though.)

And no I don't actually have Yugioh cards at all. I'm not rich enough nor does this little town hold any TCG tournaments without a 40 minute drive (and I can't drive). At most, it's just card store or university groups (and I'm not in university yet) casual play for Yugioh. Magic the Gathering is the only TCG that have a steady tournament here.
