I agree, the OT seems a bit suspicious, but nothing else indicates towards it being hacked. It arrived from Hoenn at level 40, its IVs are low enough for a fleeing legendary (I know from experience that they never have good IVs) and ID doesn't look suspicious at all. Not even the nature is the most preferable one.
