At what town can I trade my Torchic onto my fire red? Which town in each version, I mean. (If that is even possible?)

I'm in Pewter and it says it's not ready yet

yea it is annoying but after you beat the elite four i forgot that you also have to fix the network machine to be able to trade heres a website that i hope will help you because i am not so good at explaining it and i might end up confusing you guys
