Once you beat the E4 and head down the staircase, your mother tells you about a report on TV. That's when you find out about the Lati@s.

But what if we saw that months ago and don't remember where it said t go. Do I have to beat the E4 again? Cause I don't have my good Pokemon any more.
 
Did you see it in the wild before? if so, then just check your pokedex and it will show you where they are.

If not, i heard going to Mauville city and going to the route where the daycare center is and using Max repel can help
 
It never told you to go anywhere. The Latis are wandering Pokemon, like Cresselia or the legendary dogs.

If you already saw the TV with the lati report you dont have to beat the elite 4 again. It only works the first time yu beat the Elite 4. If you have already beat the Elite 4 then search the grass through HOENN
