To max out happiness you can:
Give it a sooth bell
Feed it berries 21-27
Win battles with it
Give it vitamins
Get the daily massages
 
Like WOW. Who doesn't know about this.

Catch a freaking Eevee at the Pokemon Mansion.
Give the Eevee a Soothe Bell
Give it lot of STAT items, such as; Protien,Iron,Calcium etc.
Sure....feed it 1/2 berries. STAT items do the trick however.
On your Poketec, check its friendship. Until 2 hearts appear over its head.
Wait until night.....WOLA
