User-Title?

Normal members can't set user title colors, as they require html and thus need to be set by someone with admin powers. However, the colored user titles are also something that's normally reserved for just the various staff members (for various reasons, one of them being that it avoids the hassle of possibly drowning in requests from members who'd want a usertitle color changed).
