Well, I could see Raikou having fun here. Some Fighting-type Pokemon like Machamp will have fun as well. I could see special attacks in general doing a number.

No, Xatu isn't a sweeper. Toxic is ok, trade Giga Drain and Calm Mind for supporting moves like Featherdance and Screens. I generally prefer Featherdance over Reflect seeing it causes more switch and lets Gatr set up.
