You might consider waiting til you beat the elite four and have access to the fourth island. There you can breed eevees with ditto so you have enough to evolve all 3.

Actually, when you breed any of the Eevee evolutions, you get an Eevee egg anyways, regardless of wether it has evolved or not.
In response to your question, I would evolve it ASAP. This way it can start learning all the moves of it's type. Example; at lv. 15, Vaporeon learns Water Gun, where as Eevee at lv. 15 learns Growl. If you evolve Eevee at level 20, Vaporeon won't learn Water Gun. (Not that water gun is such a great move but you get the idea, right?).
I evolve it right away, but if you want Baton Pass you should evolve it at 36 like Ito_Igami said, and Vaporeon can't learn Water Gun anyways because you only get one Eevee at LV 25.
Thats impossible to trade between a GBC game and a GBA game. If you want an Espeon or Umbreon... just migrate to D/P, it still has time-based events (ex: rotom...)

What if they want Espeon or Umbreon in 3rd gen??
Migrating to D/P would only allow you to have them in D/P as there's no method of trading them back.
However. If you trade them to R/S/E, you can evolve them there into Umbreon/Espeon as there are time-based events (as long as your battery hasn't died out).
