    Clamperl@Leftovers
    ? Nature
    -Surf
    -Substitute
    -Double-Edge
    -filler

    Manectric@Leftovers
    ? Nature
    -Thunderbolt
    -Charge
    -Iron Tail?
    -Quick Attack

If you are only comparing the two, then it is Clamperl. With it holding Deapseetooth, its SAtk is increased by 100%.

Firstly, those movesets are pretty bad:

    Clamperl @Deepseatooth
    Surf
    Ice Beam
    Toxic
    Hidden Power Grass/Hidden Power Electric/something

    Manectric @Petaya Berry
    Thunderbolt
    Substitute
    Crunch
Thunder Wave/ Hidden Power Grass/Hidden Power Ice

Secondly, why are you comparing these two Pokémon? It's so random. And it's not like you'll actually use a Clamperl on your team. There are much better water types out there.

This is silly, stupid and pointless... otherwise spam. Don't use Clamperl since it's the noobiest pokemon ever. Stick with Manectric and use this set:

    Manectric@Leftovers
    Timid/Modest Nature
    -Thunderbolt
    -Sub
    -Crunch/Thunderwave
    -Hidden Power Grass/Ice

Sort of like a UU Jolteon.

If he was asking a serious question it's not spam. Also it actually takes skill to use the lower tier Pokemon.
