2nd Gen well.. was there a way to obtain hoenn pokemon on gold/silver/cyrstal?

I think there was... because.. you know the gold/silver/crystal missingno? the one that you encounter in caves or viridian city? I think they may have been planning for a Hoenn pokemon to put into it.. but it got cut.. and thus the next missingno was created!

No. Not at all. There are only four spots without pokémon in the coding, and there are not Hoenn pokes at all. Only glitchy messes, like Missingno and friends. It may be possible that they might have thought on some pokes which finally weren't included in G/S/C and left to R/S/E, but there is no trace of them in the game.

It's legendary in China and is a "Legendary Pokemon".
