4th Gen Were can i find some plates?

i heard you can get them underground using the downsing machine

does that mean i can find plates (eg.flame plate)

i need thses plated so how do i get it underground

k first off you cant use the dowsing machine underground, you can find plates throughout the game and you can get them underground by very rarelly, ive been underground heaps of times, ive found around over 300 spheres, 20-30 fossils but only 5 plates.
