    just scroll down for the EV guide. But to make a long story short, EVs are invisible values your Pokémon gain by defeating other Pokémon. Each Pokémon gives a certain amount of EV points in a certain stat. In total you can have 510 EV points, 255 in one stat. However, 252 is the highest possible EV value that affects a stat because every 4 EV point you gain in a stat increases it by 1 when for a level 100 Pokémon so in total EVs can increase a stat by a whooping 63 points. So by ''EV Pokémon'' I assume you mean a Pokémon that has been EV trained to specifically increase its most important stats.
     
    EV stands for Effort Values. EV's can make a pokemon stronger by boosting their stats (attack defense ect.) higher and faster. For example when you battle a zubat you get 1 EV point in speed. You need 4 EV points in one stat to get an extra plus one to that stat on your next level up. So if you battle 40 zubats, and leveled up, you would get an extra +10 you speed. (correct me if I'm wrong) and theirs other stuff like the limit of EV's you can get per stat or pokemon or something. I don't remember that stuff.

    No, you would not instantly get 10 points the next time you level up. The EVs build up slowly during the leveling process so the EVs would affect your Speed by 10 once you reach level 100.
     
    Just make sure you get all your EV training done before you hit level 100, since EVs are only applied during a Level Up.
