What makes a movepool balanced?

In both online and offline play, what do you say makes a pokémon's movepool balanced and workable? The quantity of moves? The attacking moves? Defensive? Base power? Accuracy? I'm adjusting a few pokémon's movesets in a rom hack, so I want to hear your opinions on balance.

I normally don't like it when people post threads in here to fish for opinions for their ROM hacks and such, but it's a good topic so wuteva.

Anyway, I don't do competitive, so those movesets are for another time. If you want good sets for that, you can look on Smogon or ask in CBC or something or another. As for in-game, my personal preference is to just not have attacks of the same type on the same Pokemon. For example, I don't like having a Manectric with Thunderbolt, Shock Wave, Discharge, and Thunder Wave. I'd rather have one with, say, Thunderbolt, Hidden Power Grass, Ice Fang, and Flamethrower. I'm not much for status moves in in-game play unless the Pokemon has a lackluster moveset. But that set gives Manectric good coverage for in-game (don't try using that set competitively haha). I also don't like having Ghost and Dark type moves on the same Pokemon. They're essentially the same...super-effective on Ghost and Psychic, but Dark has a plus side in being able to hit Normal-types, so eh.

This is just my wacky perspective though. You're talking to someone that has an awesome Zigzagoon with HP Fire, Whirlpool, Icy Wind, and Seed Bomb. lol Anyone in Trade Corner will tell you I'm crazy.

BASICALLY if they can learn a wide aray of attacks (like most Normal-types) then they have a better chance of getting some great coverage. And that's awesome.

In most of my move pools I have attacks that benefit their stats, i.e Gengar has high Special Attack so to me teaching it Special moves would be the best choice so the likes of Dark Pulse, Shadow Ball etc. I'd also have a move that boosts those moves such as Calm Mind as that increases Special Attack & Special Defence which is in favour of Gengar's stats, so basically it's not a full set of attack based moves.
