I know for sure i'm going to have Rapid spin on Starmie becuase im thinking of replacing my Gyrados with Starmie and my Garchomp with Salamance.

Aw, no Gyarados? Well, I hear a good things on this Starmie:

    Starmie:???
    Nature:Timid
    Surf
    Ice Beam
    Thunderbolt
    Rapid Spin

I don't know much on Starmie, but it seems nice to me. Correct me if I'm wrong.

    EDIT: Whoops, forgot the Nature!

If you're using Starmie as your rapid spinner, it'd be best to give it more HP EVs.

    Starmie @ Leftovers
    Timid Nature
    EVs: 180 HP/112 Sp.Atk / 216 Spd
    - Surf
    - Recover
    - Ice Beam / T-Bolt
    - Rapid Spin

216 EVs in speed will grant you enough to outspeed things like Gengar who tries to throw in a Thunderbolt or an Infernape that may be using Thunderpunch or Grass Knot.

sims796 has the right moveset, but I really think that Recover needs to be in there.

IMO, I wouldn't recommend both Recover AND Leftovers, because she is a famous and effective Bolt-Beamer.

It's true that Starmie makes an effective BoltBeamer, but if you're going to use a Rapidspinning set, Leftovers is still required, even with Recover included. Starmie will turn out lucky if it faces an opponent without a Weavile included in their team. This is no Choice Specs Starmie, otherwise, I would have completely agree with both Thunderbolt and Ice Beam in that moveset.

I see. I'm no Starmie expert.

Sorry I actually meant a Mix I currently have a Naughy Bagon thats why <.<

    Salamence @ Life Orb
    Naughty Nature
    EVs: 252 Atk / 116 HP / 140 Spd
    - Fire Blast / Flamethrower
    - Dragon Claw
    - Brick Break
    - Stone Edge / Rock Slide

Last option is really up to you. Stone Edge for more power, or Rock Slide for accuracy. If you prefer neither, Earthquake is another option.

I would advise Stonr Edge + PP Max. Rock Slide just didn't do it for me.

People are often tricked into making Starmie a special sweeper because of it's base 100 SAtk and wide movepool.

Go with Shirosaki's set. But I highly recommend Tbolt over Ice Beam. Without it a bulky water such as Milotic walls it easily.

The general rule is not to force Starmie into two roles. If it is going to be a Rapid Spinner make it bulky.
