Where can I find a relicanth? I have looked eveywhere.

Use Dive outsite of Sootpolis City in the Seaweed. Your chances of finding it are about 60%. They are lv.30-35.

Well, Relicanth are extremely rare - 60% is probably the percentage for a Clamperl. A Relicanth is about 5-10%
