Where is the Hidden Harbour in Boyleland?

Yeah, I was wizzing right through Poekmon Rangers, Shadows of Almian when i came across this Quest, Secure the Hidden Harbour.

I'm supposed to meet this Fishing Guide person but I can't seem to find him. Or the Hidden Harbour.

Can someone pelase tell me where Ic ould find him and the harbour?
