    I can't find him. I use to know where he was but now I forgot.
     

    He is in Eterna City in one of the ginormous buildings.
     

    Eterna City.

    There is a building on the south end of the city. There's a sign that says that the Nickname rater is there.

    You can't miss it.

    EDIT: lol beaten.

    Also, the old man is on the first floor towards the left seated at the table. Check the FAQ next time for something as simple as this.
