4th Gen where's the name rater :(?

Please... I keep flying around, entering all houses in each town, but I can't find him.. And when I do, I can't remember the next time where he was.. I'm sure I'm not the only one.. So once more; where is he? I do remember it was in a tall building..

Also, anyone a nice suggestion for a Starmie's name?
