So I was looking for pokemon cries when I found this. I downloaded them but, they seem kinda big! Am I only supposed to insert some parts of the cries?

Yes, the cries in that resource are larger than the ones on-cart; you are nonetheless going to need to insert the whole cry. There is a compression technique you could try, used by the game's own cries to make them smaller. It's documented here: https://www.pokecommunity.com/showthread.php?t=321868
