Definitely permanent. Never saw what good reason there was/is for them to be single-use. Can't even chalk it up to mechanical/coding limitations in the older days since HMs have been reusable since the very beginning.

Not sure really which single generation would be my favorite. 2, 3, and 4 are all pretty good. Gen 1's not what I'd call good, and I'd like the ones in 5 more if it wasn't for the fact that in-game the animations and the back sprites tend to look a little blurry or something.
