A few questions about the max level

My next Pokémon game is going to be very long.
I need levels much much higher than 100.
So, I go to pbExperience and change maxlevel=100 or whatever to maxlevel=999 whatever.
So, here's my first question.
Why won't the editor accept this entry or all similar entries in trainers.txt, and encounters.txt?
DODUO,200
MUDKIP,999
SABLEYE,454
Basically, it says the entry must be an intijer between 1 and 100.
What other scripts do I need to edit?
Also, is it possible to make the maxlevel higher than 999?
I kind of wanted my game to be like the online website,
tppcrpg.net.
In this website, the current highest level in the game is f00sh's golden Scizor, at arround level 11,000.
Those are my questions about the maximum level.
