I can't access Hotmail.

It just doesn't want to load at all. The login page loads but I just get a blank white screen. Do they completely shun dial-up users? What's the deal?

I think I read something about this somewhere. Go to Help > About and tell me what it says under Cipher Strength?

this happens with me when i use internet explorer to access it download fire fox browser and it will work

When this happens, it's usually either because your IE got corrupted and isn't cyphering with 128-bit strength (which is why I told you to go to Help > About) or because the security settings are too high. Funny, you'd think that they'd make it work with their own browser at least. >_>
