He was cunning enough to convince the League that he was a fine upstanding Gym Leader, all the while running a illicit Pokemon abduction and trafficking organization pretty much undetected. Giovanni also knows how to battle in style, sporting the classic black business suit that gives him the look of a professional. There's also a mysterious, sinister aura about him.
