    I think we can all agree that we can give a gender to MOST of the legendarys. How are you going to say that Mewtwo is not a guy with his manly voice in the first movie?
    So what are some legendarys that you cannot imagine as being a male or female?
    Mew and Mewtwo for me. I believe Mew is a girl and Mewtwo is a guy.

    atm only two have genders. Latios is a guy and Latias is a girl. How can you NOT have a gender though? Can't they just look.. down there and if they have a.. you know what then they are a guy. Otherwise they are a girl.

    Actually for me Giratina is male because it looks scary and strong, and it's colours are dark yellow and black which are very male colours.

    For the other legendaries I think that some such as Mewtwo, Zapdos, Rayquaza, Groudon, Latios, Diagla and Darkai are male and that Celebi, Latias and Shaymin are female. The rest are controversial and can be either.

    I normally go by the game canon so (in my opinion) all of the Legendaries don't have genders, excluding Latias, Latios, Heatran ect.

    Zapdos - Male
    Moltres - I could see Moltres as either.
    Mewtwo - Male
    Mew - Male
    Raikou - Male
    Entei - Male
    Suicune - Female
    Lugia - Weird as it sounds, I have this belief there are three of them. The one in the movie (male, because of its voice), the one in the anime episode where its baby was taken (female), and the baby (either).
    Ho-oh - Male
    Celebi - I have this notion the one in the movie was male, but the one in PMD2 is female.
    Regi's - I truly think these are genderless.
    Latios - Male
    Latis - Female
    Kyogre - Female
    Groudon - Male
    Rayquaza - Male
    Jirachi - Male
    Deoxys - One is male, the other is female. (Movie-wise, anyways. The one in the game... male)
    Uxie & Mespirit - Female
    Azelf - Male
    Dialga - Female
    Palkia - Male
    Heatran - Either.
    Giratina - Male
    Cresselia - Female
    Phione - Female
    Manaphy - Male
    Darkrai - Male
    Shaymin - Call me wacky, but it seems male to me.
    Arceus - Female

    And that's my opinion. Probably influenced by a few fanfictions I've read, but they make sense to me.

    I say NO GENDERS 'cuz in the game then you could've breed them with Dittos and that wouldn't make the game fun...

    since there's only one of each legendary, there's no point in assigning genders to them, considering that there aren't any others that can be studied for reproduction purposes.

    Most people usually refer to Shaymin as a girl (weird calling her that after calling her Skymin all the time). As for Raikou, Suicune, Ho-oh, Azelf, Mewtwo, Deoxys and Darkrai... all guys.

    I always referred to Jirachi and Celebi as "he" and Articuno as "she," though.
