Yes you can and I'll tell you how.

1. Breed a Modest Ditto with Vulpix to get Modest Vulpix, but make sure the Ditto is holding an everstone.

2. Get a Male Stantler (Poke Radar at route 207) and teach it Hypnosis (Level 10) and Energy Ball (TM).

3. Make Modest Vulpix hold everstone and Breed with Stantler.

And VOILA! you have a Modest Vulpix with Hypnosis and Energy ball.
