Unfortunately Lapras does not learn Heal Bell in X and Y. Its neither an Egg move nor a Level up move and X and Y does not have a general Tutor list as customary to the main set of Pokemon games. The only way to get Lapras with Heal Bell is to have one transferred from a 5th Gen game through the Pokebank.
