I'm pretty sure there are people nearby in the trade shops corner that will gladly hold your Pokémon (or even give you a new level 1 Pokémon) when you restart your game.

As for a Dratini, there are a lot of people that frequent the trading threads that are bound to have one. Just ask around. I seriously doubt it'll be long before you find someone looking for a home for a spare that they have.
