Start the project yourself, and look for helpers later. No one's going to be interested if you look like just an ideas guy - everyone has ideas, and anyone you do team up with may question why you're in charge despite only providing ideas for everyone else to implement. Working on the game yourself, and having something to show for it before you even start to look for others, demonstrates commitment and passion and competence. Plus it's a rule of this forum to not try recruiting without something to show off.
