Well if you haven't tried this already-
Download VisualBoy Advance (VBA), any version should do. Go to Options > Emulator > Automatic IPS Patching. Then rename your ROM to the exact same name as the IPS patch, then open your ROM in VBA. It should now be playable as the hack :)

If not, then... There's not much else I can think of right now. What exactly is the problem? Do you get an error message from LunarIPS, or does the ROM seem to be unchanged when you attempt to play it?

It's quite easy, really, you just need to patch the IPS file to your Pokemon Ruby ROM ;)
