Er... I couldn't help but notice you had a question about IVs and breeding and that I felt I could answer it a bit more clearly than it was.

Anyway. IVs are completely random. There is no way to influence them, and they don't change. So really, your only option is to keep hatching new pokemon / catching new pokemon until you get the IVs you want.
Also the IVs of the parent pokemon have no effect on the IVs of the baby. Hope that helped...
