I am a fairly-experienced ROM Hacker of FireRed. I have attempted to hack Ruby and Emerald, but they were much more unstable in my opinion. By fairly-experienced, I mean that I do quite well at scripting, mapping, and sprite importing, but I constantly run into game-breaking glitches that hinder my progress (which I get REALLY frustrated by).
