Yes it's true. Fighting wild Pokemon to level no longer will make the Pokemon "stronger" than using rare candies since you can't get any more EVs.

You can get a max of 255 EVs in any one stat, with a max of 252 EVs making a difference. If you faint a bunch of exp-yielding Pokemon without levelling up, you have the EV points, but the stat changes don't happen until you level up.

Unfortunately you can't buy them. If you go to Bulbapedia and search for "evolutionary stone" it has a list that tells you where you can get each type (this forum won't let me link to websites until I have 15 posts...) (Note that before you get the national pokedex, you can only get sun stones...
