To first start it you have to get the letter from a room at SS.Anne (the room at the floor you come in at), but if you already finished everything there then it's impossible to do that quest, but if you haven't won Lt.Surge yet there then you can take the letter, give it to a man in PokéFan Club...

When you get the Gyarados then it's holding HM Surf, so go to Pokémons and then select Gyarados and take it's item, then teach it surf and you can use it, but if it doesn't work when you press A at the water then you can go back there, and click surf instead of item
