It might be another wink to a GSC remake (as a lot of people have already said) as they weren't catchable in those games, maybe it is a (sort of) explanation of where they went after the first games (presuming that they hadn't be caught).

There is the possibility of using a GBA slot add-on for the extra maps, and I'm no expert on the matter of how large the map files are, or how big anything else is, but i'm pretty sure it could work. S'never gonna happen but it would be nice as everyone else who plays Pokémon thinks.
