I probably should have been more clear - you have to trade it while holding a Magnet - it doesn't evolve by leveling it up through battle. Krypton City's Pokemon Center has a second floor which allows you to trade with others - if you need someone to assist you with the trade, I can do it.

Last time I checked, Dive works, although you could get an error depending on how you used it. Did you try using Dive by interacting with the water? If you get an error from that, try using it from the menu and vice versa.

You can explore Mossdeep and Sootopolis, as well as the routes in between them. However, the rest of the region cannot be visited, although all Hoenn Pokemon can be obtained in alternate ways.

No, the EV system doesn't work properly. Pokemon don't gain EVs through battling and get 20 EVs per vitamin. I'll quote myself in a previous post:

You have to first break all of its plates. The only practical way to do that is to use area moves like Earthquake, Surf, and Blizzard. Once you do that and you break its Plate Shield by damaging it, you can throw an Ultra Ball at it for a chance to catch it.
