Yes, it's in the general game folder.

For the problem with 'getPlayMusic' - just delete the audio.dll file. But for your second problem... I really don't know. I think there was an answer to it in one of Pokemon Essentials threads. I hope you can understand, I'm sorry for my english, because I'm from Poland xd

Hmmm, I started using RPG maker and Starter Kit a long time ago, I can't say I'm good. Absolutely not a good scripter. There are definitely better rpg maker users than me, but if you have an rather easy questions - okay, ask :)

I have all of them. And lv.100 Empoleon :D Two lv.60 Blazikens, lv.57 Torterra. And other are on low levels.
