Aerial Ace type moves don't seem to ever hit. Both my Ralts and Roselia have Magical Leaf, which always misses, and Ralts even has Charming Cry which has the same problem. Is there something wrong with my patched version or is it a known bug?

Aerial Ace is found in Route 9, the one between Cerulean City and Rock Tunnel as it was in Fire Red. You're also given Return relatively early on in the game iirc and Pidgey, being with you from the start, should have enough Happiness to take advantage of it.
