No you need a female politoad/poliwag with drizzle and a male of any kind pokemon that will breed with politoad ... in other words a pokemon in the "water 1" group. You could use a male poliwag or politoad. The male doesn't need drizzle only the female. The question is ... is your one...

My understanding is yes if you breed a female politoed or poliwag with drizzle then yes it can be bred. Using only the male with drizzle or using ditto as the father won't work. http://www.serebii.net/blackwhite/breed.shtml
