IV or individual Values are inherited, every Pokemon you catch has a generated genetic precursor. There is nothing you can do to manipulate that precursor. Furthermore IV's that a Pokemon has are based on luck. I havn't played pokemon since D/P generation so I'm not sure if this still holds...
