Phione's not a legendary Pokemon, but rather the progeny of Manaphy, who is considered one. Thus, through a roundabout way, it is an event non-legendary. Just like Zorua and Zoroark. I don't like the fact that they are event non-legendaries, and I hate the event things only lasting like a month...
