There is a few home brewed one's being made at the moment, but I think GameFreaks and Nintendo should just make real one. It would have so much potential.

the game is not going to be just simply a "battle now" game. hopefully it will become a full scale mmorpg with time. in which case, i think people would take time to play it and rank up their guys, as you would in any mmorpg.

yes. having to level up your guys might take some time for certain ppl and they wouldn't want to do it. but there will be matches for different levels. a level 3 team isn't going to be fighting level 20 teams... so it all works out. leveling up is for those who wish to challenge themselves more...
