You can find smeargle on the other side of that cave thats what it says in the guide book is you must go thru the cave and come out of the other side and you will be on the area that you can see from the outside but cant get to from outside, thats where you find smeargle..

I highly disagree, anyone ever heard of the monsterbrain?, it is the easiest and quickets way to edit anythig and get anythign you want without codes it is sort of like a cheating device sold in stores, it doesnt use codes, it just edits ur game...
