    3rd Gen !!Help Urgently!!

    I have just beaten the Elite 4, but prof. Oak just won't give me my national dex, the the 2 rocket at the Mt ember just wouldn't fight me and wouldn't open up another cave.Where should i go now, in gamefaq's guide,it says "talk to the guy at the pc for a new cave to open"-which pc?
