U got it totally wrong about flinching. Flinch only work on that turn if you're faster, so if you use SDance next turn, your opp can still move. If you want Flinch-to-death thing, use Jirachi ParaFlinch. It work well in sand as sand also drain...
For a spinner, use Donphan if can't afford a LO for Starmie (It will mostly be 2HKOed so Leftovers is meaningless). I suggest this set

Maybe you can use other move on it, because mew movepool is frigin' wide. You can use Rock Polish to outspeed offensive team, or Flamethrower to destroy Brozong. But Ice Beam is a good choice since it kill other Zapdos mercilessly. You can also use baton pass to pass NP to Zapdos.
