  • Xatu is a better weather set-upper, IMO, because of its Magic Bounce ability indirectly supporting the team. Victini is better off in an all-out attacking role:
    -Sunny Day
    -Roost
    -U-turn
    -Psychic/Night Shade
    Nature: Calm/Careful
    EVs: 252 HP/4 Def/252 SDef
    Item: Heat Rock
    Ability: Magic Bounce

    IMO, Arcanine should make use of what it gained in B1/W1. SolarBeam runs off of its weaker Special Attack stat, while Outrage, despite having good coverage with Flare Blitz, leaves Arcanine locked in for 2-3 turns and confuses it after that:
    -Flare Blitz
    -Close Combat
    -Wild Charge
    -Morning Sun/ExtremeSpeed/Crunch
    Nature: Adamant/Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb/Choice Band
    Ability: Intimidate/Flash Fire

    Tornadus is currently OU (both forms). A Rapid Spinner, like Hitmontop or Claydol are more useful to get rid of your team's Stealth Rock weakness:
    Hitmontop:
    -Rapid Spin
    -Foresight/Toxic
    -Close Combat
    -Stone Edge/Sucker Punch
    Nature: Impish
    EVs: 252 HP/252 Def/4 SDef
    Item: Leftovers
    Ability: Intimidate

    Claydol:
    -Stealth Rock
    -Rapid Spin
    -Earthquake
    -Ice Beam/Toxic
    Nature: Sassy/Careful
    EVs: 252 HP/4 Def/252 SDef

    Chandelure may be of more use here than Cofagrigus because of its additional Fire typing:

    EVs: 252 HP/176 Def/80 SDef
    Item: Eviolite
    Ability: Trace

    Heat Rotom is another alternative because it has STAB Electric moves for dealing with Water Pokemon:
    -Thunderbolt/Volt Switch
    -Overheat
    -Hidden Power (Grass)
    -Trick
    Nature: Modest/Timid
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Choice Specs/Choice Scarf

    Victini prefers to use only one form of offense at a time because splitting EVs in both offenses make it a bit weaker:
