No, it is not a cheat or anything Like that. This is the way to get them:
1) The first masterball is the easy way and the original one the one we all know. You just get it from the team aqua base(or magma in R) next to Lilycove.
2) The second one, you have to be extremely lucky just sa in the third one. This one is you have to win the lottery. Thew lottery is located in the first floor of the gignatic pokemart in Lilycove city. The way you win this contest is you have to firstplay it by talking to the lady. She will pick a number, and if one of the pokemon in your party have that number, you win the prize" a masterball.
3) The third masterball is located on the mirage island. Mirage island is the mysterious island located on route 130. You have to talk to the old man in Pacificlodge town. If he sais " i can see mirage island today" you just surf west and there it is. The way to get to Mirage Island is the same like with the lottery. One of your pokemon partys id numbers has to match the exact number you should havce. On the island you can use an itemfinder and itr will be somewhere on the island. This is not a sure thing. That is because you cannot get an itemfinder in those three games. But there is a eqwual to greatness pize on the island; an liechi berry. Found nowhere else, this is the rarest berry in the game and that is the only place to find it!
