This would solve a lot of issues. It would ensure that only the mentally fit are able to legally obtain guns, and it would impose harsher penalties to people who knowingly sell weapons to a person who may, or will, use the weapons in a illegal manner.

I can't say I think this exact proposal is the best idea, but something like it. More checks in the whole process of getting guns. They are rather deadly and if you want one you shouldn't mind showing you aren't crazy violent.

Need I remind everyone that all the recent massacres since 2007 (So from Virginia Tech to TDKR & Sihk Temple shootings) involved guns that were bought legally, over the counter, because the Gun shop owners ditched protocol in some areas.
