Rather than suggest Pokemon you can use for now I'll just help you on movesets :)

Firstly, on Basculin, the moveset you've got doesn't really help. Considering the fact that you haven't got any electric or grass types, but yet you've got two water types and a fire type, Soak doesn't work to your advantage. If you'd like to use that though, you'll definitely need a grass or electric type so it can take advantage of the type change. As for the other attacks, it's probably used as a HM slave, right? Well, waterfall and dive aren't really necessary this generation because Black and White doesn't require the use of HMs much, and also having three water-type attacks (plus one status) isn't really good because you can't really cover other Pokemon you'll have issues with. However, due to the physical/special split of generation four, surf and dive are special attacks, while waterfall is a physical attack. And, according to Basculin's stats, it specialises in physical attacks, so waterfall you need to keep. Now as for everything else, despite the fact you have a high speed stat, priority is also a good thing, so you should go to the move relearner in order to get aqua jet, which is boosted by being a STAB attack & Adaptability (if you got the ability, that's good, if you didn't, it's fine, Aqua Jet is useful anyways). As for your other attacks, it depends on what you want. Since you're in-game, chances are you can't really get a life orb or a choice band, so you'll have to go with a mix of these things. Generally for more power, you'd go with Crunch & Double Edge, for both coverage of things that'd otherwise annoy you.

For Deeling, evolve it into Sawsbuck and then you can really have some fun. Flash isn't necessary because lowering the opponent's accuracy doesn't matter when you can just defeat it anyway. Since it's a normal/grass type, the main STABs you'll need are Horn Leech and Return, so when you evolve it, definitely aim for those. Nature Power is also quite useful to you, since if you plan to go wifi, it'll turn into ground and give you extra coverage. You could also go for Jump Kick as coverage OR Swords Dance, to boost your attack stats, all of which are learnt naturally (or move relearner depending on the level) except SD, so it's pretty easy to use.

For Reshiram, it'll need a few more attacks, for example, its primary STAB: Draco Meteor and eventually, Blue Flare, though for now Fusion Flare is fine. Go to Opelucid and speak to Iris in order to get Draco Meteor. As said before, you can't really get items easily in-game, so for now leave the other two as they are, but you definitely need those two eventually.

Since you've got Flame Charge, you'll be best off going with Wild Charge (offering Emboar coverage against water types, after Flame Charge has boosted your speed), Superpower as the fighting STAB, and a re-learnt Flare Blitz, as your other STAB for fighting (since Emboar specialises in physical attacks).

For Pelipper, there's not really much you can do with it since really, unless you make a dedicated rain dance team (which Emboar & Reshiram) don't help, then yeah, it's best as a HM slave. So your best option really would be to keep Fly and add Surf so you can at least get through water, now that Basculin doesn't have that.

On Beheeyem, give it Calm Mind so it can set up, and if it has Synchronize (which can be really useful), then with recover as you have you can stall opponents into dying basically. Energy Ball can also be used for coverage as well as an optional fourth special move depending on what you'd prefer (rock slide isn't advised because it's physical and Beheeyem is a special attacker) while power split doesn't really do anything. :x
