Other Chat's purpose may be for all the discussion and topics that fit nowhere else on the board, but that doesn't mean just anything can go here. It usually revolves around in-depth discussions or debates that can relate to controversial thoughts, ideas, theories, or real world issues that we face today and so on.
If you're just making a thread or a post to advertise your Youtube Channel, then one good look around Other Chat and reading the rules will tell you that, that sort of thing will get locked or deleted pretty quickly. Other than advertising and spam being against the rules, you're not exactly creating a topic that's going to create a lot of discussion either. You can, however, put a link in your signature directing to your Youtube Channel. There is no problem in doing that. That being said, I hope you understand why I've got to put the lock this thread too.
